Development Of Distribution Institution And The Choice Of Distribution Institution Of China At Present

By far, human society has experienced three economy ages, they are the agriculture age, the industry age and the information age. During the three ages, each has its leading productive factors, which are land, capital and manpower. We think of the leading production factor as core productive factor. So distribution should be partial to the owner of core productive factor. Based on different core productive factor of different ages, we break social economy forms down to the economy form of land, the economy form of capital and the economy form of ability. Concretely, under the economy form of land, distribution is partial to landlord; under the economy form of capital, distribution is partial to capitalist; under the economy form of ability, distribution is partial to worker who holds human capital.At present, we are at the primary phase of socialism, during the transition from the economy form of capital to the economy form of ability, which determine that the choice of distribution institution of china is neither the distribution according to labor value, nor the distribution according to the value which is created by labor, but is the distribution according to labor property right. At present, the distribution according to property right reflects not only the difference of individual income distribution and the difference of functional income distribution simultaneously, but is the effective approach which can combines the distribution according to labor and the distribution according to productive factor. This has been proved fully by the practice of income distribution of China since the establishment of China.The essential principle of income distribution is "efficiency first, equity simultaneously". According to the level of economy of China at present, "efficiency first" is the first principle of distribution, "equity simultaneously" is the second. This paper think that, under the condition of socialistic market economy, if we want to carry out the principle of "efficiency first", we must carry out the distribution according to labor property right. At the same time, we have to pay attention to the problem of the difference of income distribution, make use of the function of our government to adjust macro-economy, and make our best to purse "being wealthytogether" of socialism.
