The Housing welfare system is the necessary supplementary of house-distribution system under the market economy and the important component of social security. At present, the basic housing-demand of large amount of low-income citizens in cites are difficult to be fulfilled through market because they are unable to participate in marketable housing business, so the housing problem of low-income families in cities are increasingly extruding along with the development of housing-market.The economical affordable house system and low-rent house system are two main forms of our housing welfare system for low-income citizens in cites. The low-rent house system is to provide house security for those lowest families, who neither purchase nor afford commercial houses. The economical affordable house system is for those families who has ability to afford house excluding commercial houses. Due to our housing welfare system just commences and there was deflection during implementation, the low-income families can enjoy limited housing welfare. So, the research of our nation's housing welfare system for low-income citizens has important theory and realistic meanings.The thought train of this article is as follows:1. To find housing security situation of low-income citizens in Wuhan, and finally probe into the problems which is existed in housing welfare system implementation in China on basis of analysis on housing statistics of low-income families in Wuhan.2. To put forward several countermeasures and suggestions for housing welfare system for low-income citizens in China after learning a great deal of research and summarizing the experiences and lessons of housing welfare system construction in USA, Signore and Hong Kong.
