It is still in process so far since 1980 that the urban house of our country supplies the system reform. Have made many phased achievements during this time, have already realized the commoditization and socialization of the house tentatively, but with the cancellation of the welfare-oriented public housing distribution system, the marketization of the house makes the social security of the house more and more uncertain. Especially in the development process of the real estate recently, the increase of wages is not proportional to the rise in house's prices. There for, housing security becomes a focus in our country. One common understanding to lean against market these" invisible hand" adjust and control the house only, can't give play to security function of economically-affordable-house and Low-rent House, need government issue corresponding system to realize housing security aim.The thesis attempts to utilize the west economic method, focusing on the Chinese housing security system for low-income household, to analyze problems of the existing economically-affordable-house and low-rent house policy, in order to find out the likely defects in them and give some advice of how to improve the policy.As foreword of this thesis, part one expatiates on the background and current circumstance of housing security, point out the writing purpose and study significance of this paper. In part two the author analyses the development of housing system in our country, and point out some problems in recent housing security system, especially in the policies of economically-affordable-house and low-rent house. As for the economically-affordable-house, the problems are: some sell objects aren't right; some design isn't right; market order chaos and so on. As for low-rent house, the problems are: some district governments don't seem to attach importance to low-rent house; fund of low-rent house isn't enough; lack measure to inspire community power with low-rent house and so on. Part three uses the economic model to support the present housing security system for low-income household and analyze the rationality of recent housing security system. Namely: government provides low-rent house for Low-income families; middling-income families buy economically-affordable-house; high-income families buy market price house. Using the west economic method, part four and five analyses the subsidy method in economically-affordable-house and low-rent house. Based on the analyzes above, proposes the development, perfect the system of Chinese housing security system for low-income people: to establish a low for Chinese housing security system; construct the credit system, perfect the rewards and punishments mechanism; to raise money in many ways; use reasonable subvention method for low-income household etc.
