Performance Appraisal is an important function of Human Resource Management. In order to build or optimized the Performance Appraisal Systems, many companies have put great effort on it. Companies in different industry, in different development period and in different strategy background may have different ways on Performance Appraisal. It has proven, only the Performance Appraisal fits the company's feature, it can really motivate the employees, and realize the goals of both the employees and the organization. With the new policy on export has been set up, the return tax rate for textile production has decreased, and some clothing import countries such as America, European Union, Canada etc. restrict the garment production of China into their country. So the garment corporation is under fierce situation, the pressure they face has becoming stronger and stronger. In this situation, the clothing company has put their eyes on how to improve the organization performance, how to increase their core competition through the performance appraisal. This paper starts from the theory of performance appraisal, discusses how to design a proper performance appraisal system for DLW Garment Corporation At first, the paper introduces the theory of performance evaluation, make the definition of performance and performance appraisal. Make sure that the performance appraisal could provide the information of the reward, compensation design and the development of employees for the company. Secondly, the paper studies the situation of the clothing industry and the human resource management in DLW Garment Corporation. According to the information learned from the company, we analyzes the problems exist in it. Then, the paper describes the process of how to design DLW Garment Corporation's Performance appraisals. The article set up the principle and the way design the performance appraisal on the basis of DLW's corporation culture and its development periods; classify the whole employees into different parts; build the performance indicators and the procedure of evaluation. Finally, according to the problems we meet in process of building the performance appraisals in the company, the paper makes some suggestions for it.
