| The development of industrial agglomeration has injected new vitality into the revitalization of regional economy,and the cluster development model has increasingly become a new engine of regional economic development.The favorable opportunity of leveraging on the demand of apparel industry continues to expand,to the coastal city of Zhengzhou City garment industry and clothing distribution market relocation,industrial agglomeration area in Xinmi City,firmly relying on its own good location advantages,strengthen the overall planning of road network construction,investment measures,to promote the construction of public facilities,accelerate the process of clothing companies.Through the internal enterprise clusters,the flow of talent to cluster resources and the effective use of public service facilities in the park and sharing,thus greatly reducing the production cost of the whole cluster,the cluster with the continuous expansion of the scale,some new problems emerge,such as the lack of innovation in thought and consciousness,the lack of internal cooperation and exchange opportunities the advantage of the lack of brand clothing,etc..Therefore,how to give full play to regional advantages and lay a good industrial base,the development of garment industry,highlighting the agglomeration effect,and improve the overall competitiveness of Xinmi City,Henan Province,garment industry clusters,the rapid growth of the surrounding towns activate the development of productivity and economy,make people employment and living standards improved significantly.This paper analyzes the basic characteristics of the garment industry,analyzes the important factors affect the cluster performance,using the basic theory of Kaplan balance scorecard,combining history,traffic conditions,policy support and otherfactors of local garment industry cluster,to determine the financial market,and regional agglomeration,innovation four evaluation index,AHP method to determine the weight of each index,establishes the performance evaluation system of garment industry cluster.Study on the performance evaluation of the time range for the 2008-2016 year,every 3 years as a performance evaluation cycle,and on the individual index score of garment industry cluster based 2008-2016 years 9 years in Xinmi City garment industry cluster comprehensive performance score,the results showed that: 9years,Xinmi garment industry cluster shows good momentum of steady development,in the 2014-2016 three years,clothing industry product total output,total output value,total profit,total production enterprises have achieved rapid growth,but its development pattern is still not the change,the cheap labor resources to reduce the production cost,rely on the garment industry on the industrial agglomeration area surrounding the market the problem is still outstanding,and the core competence and level management,sharing and cooperation,industrial chain development and scale management etc.To solve the problem has not been completely resolved,making the garment industry in Henan,Xinmi Province in the domestic apparel industry is still in the lower end of the industrial chain,unable to obtain higher economic benefits.According to the development of garment industry cluster in Xinmi city of Henan province and the evolution characteristics of the comprehensive evaluation results,this paper from the strengthening of coordination between enterprises in industrial cluster,strengthen industrial planning and policy support,outstanding quality,brand leading role in the establishment of industrial talent introduction mechanism,enhance innovation achievements,the implementation of fiscal and financial support policies were put forward.The corresponding suggestions,it is very significant to promote the garment industry transformation and upgrading,accelerate the industrialization process of garment industry. |
