Research & Application On Assessment Of Environment For Entrepreneurship In Urban Area

And much research indicates that the ultimate reason of large difference between entrepreneurship in U.S. and Japan is that U.S. has much better entrepreneurial social base, entrepreneurial policy and environment than Japan. In fact, as a intermedium between region economical system and entrepreneurs, entrepreneurial environment has a vital significance to generation of entrepreneurial wish, maintenance and development of activity of entrepreneurship. Therefore, the assessment to the entrepreneurial environment, which is a reflection of the mutual interests of the entrepreneurs and place they choose, basically has two functions. One is to provide feasible analysis and evaluation to the entrepreneurs, and to look for the place with the best business margin. The other is to design plans for theplace of entrepreneurships, to improve the entrepreneurship investment environment at that place in order to attract talents for the best of the social and economic development at that place, and to greatly unify the attraction of talents, improvement of employment and the economic growth.Through consulting other methods of assessing different aspects in urban area in the past and the actuality of entrepreneurship in our country, this paper starts from the concept of entrepreneurial environment, analyzes all the facts which influences entrepreneurial environment in urban areas, and has established the indicator system including six aspect which are economic, service, science and education, culture, environment and existing enterprise for the entrepreneurial environment in urban areas. Than it collects the data of Shanghai, Beijing, Shenzhen, Suzhou, Hangzhou, Tianjin, Ningbo, Nanjing, Wenzhou, Dalian, Qingdao, Xiamen, Wuxi, Foshan, Zhongshan, Jinan, Zhuhai, Changzhou, and employs the Method of Primary Component and AHP to calculate the score of entrepreneurial environment in the different cities.From the process and result of assessment, the Assess System of Environment for Entrepreneurship in Urban Area which be established in this paper reflects the environment for entrepreneurship in the 20 cities in reason. And because of the Method of Primary Component, while getting thfe result of assessment, we also can know how the result is induced. So this paper also expatiates the sample cities' advantage and inferiority onenvironment for entrepreneurship. In a word, an assess system of environment for entrepreneurship in urban area which be apt apply is built based on the indicator system this paper established and agile application of Method of Primary Component. This system can be used by the government to assess the urban environment for entrepreneurship, direct the task of improve environment for entrepreneurship, and also can give some advice to the person who wish to start up a new firm when looking for the place with the best business margin.
