The benefit trait of the technical innovation is represented by the economic benefit.And through the economic benefit present the social benefit and macro-economic benefit.This thesis also puts forward, in term of public management, that when accelerating the internalization of external effects, governments with the function of public management can directly and effectively adjust and control the specific operation of the system, especially in some places where market system cannot be brought into effect, the governments can complete the systematic functions that other subjects of innovation cannot achieve with their special status.It also puts forward that governments must transfer functions as soon as possible, re-orientate their role in technical innovation, change their operation and management modes into technical innovation in planned economy system, stimulate the enterprises to be the subjects of technical innovation and carry out macro-control on activities of technical innovation. To establish advanced mechanism to adapt the social democracy market economic system, developing laws of modern enterprises, and be available to induct the enterprises to innovate by themselves. The governments should also build fine environments, establish modern enterprise system, reinforce the guidance of policy, develop the capital market, stimulate the cooperation between production, study and research so as to make private enterprises remain inconvincible in the intense market competition and strength their ability of healthy development.
