Research On The Technology Innovation Of Government Supporting Small And Medium-sized Private Enterprises Under The New Normal

In the 19 report,Comrade Xi Jinping noted,Innovation is the first impetus to lead the development,is the strategic support of the construction of modern economic system.To strengthen the construction of the national innovation system,we must deepen the reform of science and technology system,establish the technology innovation system with the enterprise as the main body,the market as the orientation and the depth of research and development.And for the first time explicitly put forward to support the development of private enterprises.Over the past 40 years,the private economy has been striving to overcome its own shortcomings,the private economy has become an important part of the socialist market economy,especially small and medium-sized private enterprises,its development and the national employment and social stability are closely related.Up to now,the contribution of the private economy to the state revenue accounted for more than 50%,enterprise technology innovation and new products accounted for more than 70%,urban employment accounted for more than 80%,the country's urban employment number of 425 million people,the number of private enterprises employed up to 340 million.In general,the development of private enterprises,especially small and medium-sized private enterprises,has made great contribution to the steady growth of our country,the improvement of innovation level and employment.At present,small and medium-sized private enterprises are experiencing the transition from start-up period to mature stage,and are gradually maturing and scale.However,under the background of new economic normality,small and medium-sized private enterprises still have many problems,such as weak technology innovation ability,lack of technical talents,difficulty in financing,imperfect government service system,not close to research and production,and so on,which seriously restricts the upgrading of technological innovation ability of small and medium-sized private enterprises.This paper,referring to a large number of literatures related to the field of research,from the relevant concepts and theories to show the new normal government to support small and medium-sized private enterprises of the necessity of technological innovation.By studying the present situation and problems of government support in the process of technological innovation of small and medium-sized private enterprises,this paper makes a profound analysis of the problems.Based on the theory of administrative management,taking the new economic normality as the research background,using the literature research method,qualitative and quantitative research method,cross research method and other research methods,by reference to the successful experience of the American and Japanese governments in supporting the SME's technological innovation,this paper puts forward Suggestions on government support in technological innovation of small and medium-sized private enterprises.Finally,the paper summarizes the whole thesis and puts forward the prospect.
