Power industry is an important foundational industry of national economy. Concentrated by fund, network and technology, it is an important part of society public facilities. At the end of 2002, competitive mechanism has been led among generating plants. It indicated the beginning of power industry marketizational reform in China. But the reform cannot be effective unless the retail electricity market to be reformed. To improve the allocation of resources, to raise efficiency, and to fulfill the slogan "Consumer is God", we must make the retail electricity market more competitive.The more important reason is that generating plants are able to arrange productivity according to the price set by the market. As a result, the purpose of power marketization will be accomplished through reducing costs by generating plants. Therefore, a reformed and competitive retail electricity market will bring out all-around sufficient economic benefit.Relative theories of economics and management are applicated in the papers to analyze and argue the feasibility and development of establishing the competitive retail electricity market in China. Thus, the viewpoints of the papers are supported. Referencing to the experiences of advanced countries, the papers also primarily discuss the construction, relative laws and regulations, the prices fixing mold and the risk-preventing measures of the competitive retail electricity market. Author hopes that new ways of thinking as well as the over-all knowledge from a new angle could be provided to the power industry marketizational reform in China.
