This investigation explored the elements and influence of justice during performance management that affected the organizational civizenship behvavior(OCB), the intermediation of organizational commitment, and the effects of instrumental expectation affected OCB, under the orientation of the performance management system theory. Based on the literature review, the data are gained by the methods of interview, and survey method from a dozen private enterprises. Results of this study were as follows:(1) The justice during performance management includeed three factors: procedural justice, interational justice, and distributive justice.(2) The justice during performance management affected directly OCB, and affected indirectly OCB through the intermediation of organizational commitment.(3) Organizational commitment has independent power of interpretation for the variation of OCB.(4) The instrumental expectation could predict OCB(5) There are significant differences of distributive justice, attaching importance to interpersonal relationaship and organizational resources, the identity and sense of duty with the organiztion and exemplification amongworkers, middle level and super level of managers.(6) There is significant gender differcence in procedural justice, attaching importance to interpersonal relationaship and organizational resources and exemplification.
