Therefore, there are a lot of thing must to be done, including investment system innovation, management system innovation and increase the funds to speedup the infrastructures constructrue.During the next five years, there muse be a great chance that the economy will develop at a very hight speed in Zhangshan. All Zhangshan people have the goals that GDP will be 10,000 USDs, modernization will be finished basicly and the city will enter the wealthy type middle-class family society in 2010.But without the perfect and morden infrastructures system, these goals could not be completed.Then the infrastuctrues development should be directed by a scientific and forcasting plan.Whitout a holistic plan, all the subject (including traffic, electric power, water supply, etc.) plans have plenty of problems. For example, first of all, those plans did not anayze the relation between the infrastructures and the local economy, society, environment so that the results can not serve the local development.
