But the construction fund is very big and will bring great pressures if it is provided by government completely. So, the investing and financing model depended on government completely has become in some cities of our country, such as Beijing, Shanghai and so on. And the marketization level of investing and financing model has been improved step by step.Theoretical methods of description statistics and empirical test are used in the text. By studying some investing and financing models of urban rail transit both at home and abroad, the key questions of investing and financing model of our country are found, and some opinions on the innovation are advised.Author thinks we should combine national situations and not only copy the investing and financing models abroad in the innovation course of investing and financing models of urban rail transit. At the same time we should make sure that though social capital used in urban rail transit construction is feasible, it's not feasible only depend on social capital, because urban rail transit is the quasi-public effects and social capital can not take place government investment.
