| Now China is just in a period of unprecedented great social restructuring, Thatinclude three sides: economic marketization, population ageing and country townify.Solving the problem of old-age security , that will have great strategy significance fordevelopping our economic continually and realizing our economic target.According to economic, demographic, management and system engineeringtheories and methods, following the logic law of historical environment, economicalenvironment, population environment, financial environment, the author construct atheory models analyzing the multidimensional environment of basic endowmentinsurance:Through the analyzing for historical environment of endowment insurance,especially the global innovation of New Public Management in 80ages, 20st century,bringing a revolutionary reform for old-age security system of world countries, theauthor consider that basic endowment insurance has economical and social propertys.Through the analyzing for economical environment of endowment insurance,especially the expanding gap of income distribution in China, the author consider thatbasic endowment insurance as one avenue of income redistribution, it should reflectthe principle of "fairness first".Through the analyzing for population environment of our basic endowmentinsurance, the author consider that the endowment model of pay as you go will marchits ending with our population aging.Through the analyzing for financial environment of our basic endowmentinsurance, especially the implicit liability, the model of integrating social pooling withindividual account ect, the author consider that our basic endowment insurance islosing its financial continuation, its financial risk is comming quietly.No matter the single social security tax, also the model of compulsory savingindividual account, as Singapore, Chile doing, it can not solve all these complicatedproblem.
