The managing reformations the main topic of enterprise forever. In nowadays,the economic globalization is popular. Under the strong competition, the competitionof management had become the key element to decide which enterprise can win.From 1990's,the world famous enterprises had a revolution of managing reformation,and formed a new managing system which core is called "achievement efficiency".This kind system can keep the an enterprise into powerful competition condition. Asthe outside environment is changing, the management should have a new plan for thefuture. Then, how to control the strategy and achievement managing of an enterprise?In this field, the most advanced way is "the balanced score card"(BSC),which not onlyinclude strategy field, but also the human resource. Thus, this article is talking abouthow to build it and how to use it. I hope this system can help you in the managementof an enterprise.This article has 5 parts. At the first part, I will talk about the theory ofachievement managing. A second part, by through the theory, we begin to talk aboutthis new estimating system of BSC. At the same time, we will talk about the certaintyof the foundation of BSC. In third part, we will depart this theory into 4 aspects,talking about them in detail on the causality. The point which we talk about is theabsence and the advantage about BSC. By talking about it, we can deepen thistheory .In fourth part, by through the summary of the conditions and the problems ofChinese enterprises' achievement estimation system;I will talk about the possibility ofBSC in china. And then, I will talk about the problems which we should pay attentionto. And we will talk about the developing tendency of BSC in china. In the fifth part, Iwill talk about the foundation of BSC. Finally, I will talk about an enterprise whichhas built this new estimation system (BSC).BSC is a complicated estimation system, existed in many aspects of themanaging procedure. So it is difficult to build a BSC in an enterprise and practice it,especially in Chinese enterprises. So, to build a new BSC system which is helpful forthe strategy of an enterprise and the development, we have to pay handful work, and itis a gradual procedure, needing our discovery and at temptation, not only in theory,but also in practice.
