In this thesis the concept and connotation of business process reengineeringwas first introduced , the basic methods, basic steps and the principles ofbusiness process analysis and reengineering was discussed. We give a fulldescription of connections between business process reengineering andorganization culture, business process reengineering and informationtechnology. The research results of business process reengineering theory wassummarized,we put forward a basic outline of implementing business processreengineering in government departments and institutions.Secondly, we focuse on the introduction of the customer satisfaction modelin this thesis. The satisfaction of the society (customers) is an effective index toevaluate government's and institutions' quality of service and efficiency of work.We can find the deficiencies, problems in the business process of these institutionsby the scientific analysis and evaluation to the degree of customer satisfactionand find effective measures to improve it.Finally, in this thesis we point out the importance of process reengineeringto the improvement of service quality by evaluating the customersatisfaction degree to the training programs provided by SDS before and afterreengineering. We also analyze the preparation course, which reflects theimportance of idea-rebuilt, organization-rebuilt and information technology ingovernment departments and institutions. The successful reengineering of SDStraining program offers useful experiences for the process reengineering ofgovernment departments and institutions.
