The imbalance of increase and the imbalance of distribution in fiscal educationinvestment both show that there is not an applicable education investment practicingmode to Fiscal Department and Education Department to reference. Therefore, topursue an objective rule of fiscal education investment and the development ofnational economy are required by the nation to make the relevant laws and rules, tolayout the reasonable education expenses, and to guarantee the steady increasingeducation payout in the different economic stage. It is quite necessary to do theresearch in the field of education investment theories and mark out the educationfiscal work.The content and the research methods mainly include qualitative analysis andquantitative analysis. Qualitative analysis depicts the important influence to thenational economic development and the improving of colligated national power fromthe aspects of increasing in human capital, improving of residence science and techquality, and dealing with the problem of unemployment. And quantitative analysisexplores the direct and indirect relation between the increasing national economy andfiscal education investment. It also analyzes the promoting effects tomacro-economics and national economic development. It objectively forecasts fiscaleducation investment level in the next 15 years by the means of internationalcomparison methods.
