Dynamic Relationship Study On Local Fiscal Science And Technology Investment,Innovation Output And Economic Growth

The arrival of the era of knowledge economy, level of science and technology occupies a more and more important position in economic and social development. Increase investment in science and technology resources and enhance the independent innovation ability is the necessary measures to promote national competitiveness and economic and social development and the status of international of the world. Fiscal expenditure on science and technology is a kind of government as the main body of investment in science and technology resources which divided into the central fiscal expenditure on science and technology and the local fiscal expenditure on science and technology. It reflects the government intention and ability, it is the funds foundation of the development of national science and technology and embodies the national science and technology policy and development strategy. Innovation output is the product of science and technology activities. It is the result of investment in science and technology and the important content of realize of the economic effect, to a certain extent, it reflects the efficiency of investment in science and technology.Firstly, based on carding the related literature from domestic and foreign, introduced the theory and build process of STR model. Then select the relevant variables, established the STR dynamic relationship model of local fiscal science and technology investment, innovation output and economic growth. Secondly, taking Anhui province as an example, analyzed the present situation of the local fiscal science and technology investment, the innovation output and the economic growth of Anhui province. And find that the local fiscal science and technology investment and innovation output have some problems in the process of economic development of Anhui province. And carried out empirical study on the relationship between the local fiscal expenditure on science and technology, the innovation output and the economic growth of Anhui province. The results show that there has nonlinear dynamic relationship between the two of three groups of variables, and both of local fiscal expenditure on science and technology and innovation output can promote economic growth. But under different economic development level, the local fiscal expenditure on science and technology and the innovation output for the promotion of economic growth degree is also different. Local fiscal expenditure on science and technology can promote the innovation output, and with time lag effect. In order to provide maximum economic development of Anhui province, the local fiscal expenditure on science and technology should match the current economic development speed, and promote the achievements of innovation output ability.
