An Optimization Study On The Social Medical Insurance System Of Chengde City

To establish and perfect the social security system of China is an important taskput forward at the sixteenth conference of Chinese Communist Party and the tenthPeople's Congress. The social medical insurance system is an important part of socialsecurity systems. To advance the reform of social medical insurance system andperfect the social security system has great influence on the reform , development andstabilization of China.In this paper, some research has been done in the way of police analysis, statisticanalysis and microcosmic economics. Some suggestions were also made, which havepositive impact on the social medical insurance system of Chengde City and theresolutions to the same problems in similar cities.The innovation points shown in this paper are as follows:The social medical insurance of serious sickness should be set up to go with thebasic social medical insurance. Chengde is still undeveloped in economy. Manyenterprises had great difficulty in finance and management and quite a few peoplesare still poor. There is no clear stipulation from the government put those enterprisesand people into the social medical insurance system and those problems need to besolved. In this paper, it is suggested that social medical insurance system for serioussickness be set up first to solve the problem of the enterprises and peoples mentionedabove. Gradually the enterprises and peoples will take part in the basic social medicalinsurance in the future, accompanied with economic development and improvementof medical need.It is suggested that moral risk should be evaded in the hospital managementsystem. The major problems with this system lie in random and reasonless charge,which root in moral risk. From the view of the Medical Insurance Center of ChengdeCity, some recommendations have been made as follows: to establish ration controlsystem of medical charge;to carry out the sole illness management plan;to encouragethe competitions among different hospitals.At last, a summary is made and it is hoped that the social medical insurancesystem of Chengde city will work fine.
