Analysis On Social Endowment Insurance Moral Risk And Its Prevention In China

As a commonplace in social life, moral hazard exists in the pension insurance system and has negative effects on the development of China Social Security undertaking. Moral hazard prevention in pension insurance is a systematic project. Its function depends on various factors such as moral cultivation, social ethos, government efficiency,and legal environment,etc. Especially in terms of the opportunistic tendency of rational men,which is the main cause of pension insurance moral hazard, the solution cannot be merely suppression. Instead , it should be channelized ----make use of the interest mechanism to guide people to legitimately enjoy social insurance benefits and take on social insurance obligations. Meanwhile,government should play a more important role concerning minimum security responsibility, and construction of policy and law. Based on analysis of moral hazard, this paper points out what the moral hazard in pension insurance is. The moral hazard in the current pension insurance system of China is mainly reflected in three parties,namely individuals,enterprises,and the government. Thus starting from the behavior selection of the three subjects mentioned above,this paper analyzes the forms of their demoralization behavior and interest relationship among the three. Besides,many authentic cases are cited in phenomenon description. Meanwhile,starting from the causes of moral hazard,it analyzes the reasons for incurring moral hazard in the field of pension insurance.On the basis of theory analysis and evidence research,this paper focus on institutional service,system improvement ,legislature and regulatory rules,discusses how to prevent moral hazard in pension insurance and provides some reasonable suggestions to deal with the issue.
