The Research On Impact And Countermeasure Of TBT To The Manufacturing Trade In China

Along with deepening globalization of economy and liberalization of trade,the technical barriers to trade has become one of the most important instruments to gain trade profits for countries with the decreasing of tariff and other non-tariff barriers. Because of the difference between both development of economy and level of technology in countries, standards and technical regulations that have contributed to the development of international trade and the progress of human society now make a substantial block to international trade.Furthermore, some developed countries use them as tools for trade protection. According to disparity in the development of economy and the level of technology from developed countries, developing countries are always ata disadvantage in the face of TBT.As the main force to pull the export development, manufacturing products bear the brunt of TBT. Developed countries are rejecting more and more Chinese cheaper manufacturing products on the excuse that our products can be not qualified according to their own standerds. Even by the means of so-called "knowledge property right protection", developed countries can restrain or control the structure adjustment and tecnology upgrade of our manufacture. So the research on impact and countermeasure of TBT to the manufacturing trade in china has become an urgent assignment and hotspot of non-tariff barriers study.The author starts research with summarizing the origin and evolution, the conception, the main content of TBT and the agreement on WTO/TBT;analyses the impact of Standards and Conformity Assessment Procedures on trade firstly, which can be either positive or negative, and analyses the weafare effect according to the four ways of how the exporter reply the TBT. Then, the author expounds the TBT status in our manufacture. The author selects textile -. mechatronics and high-technology products as the representative of labore-intensive industrytechnology-intensive industry and knowledge-intensive industry, separately researchs the impact in accordance with the different characteristics and developing complexion of the three industries. The study shows that for labore-intensive industry, TBT can kill the comparative advantage;for technology-intensive industry, standards and patent are frequently used to restrict export of products;for high-technology industry, MNCs which control the industry standards have the technology monopoly, so our enterprises must innovate standards and technologies by themselves. At last, the author provides some advices to tackle the TBT according to the above research.
