A Study On Internet Management Behavior Supervision Of China

The Internet Management Behavior Supervision system, which was constituted by three sub-systems namely the network management system, the administrative supervision and management system and the legal system, has its specific connotation, extension and the characteristics. Meanwhile these three sub-systems have the mutual action and the influence among themselves.Today as the Internet Commerce and economical globalization is becoming the irresistible trend in the world. Pudong New Area shows a good tendency during the booming of the Internet commerce: Zhangjiang High Tech Park, which leads the development of the Internet Commerce in multiple verticals markets, continues to excel: At LuJiaZui Finance and Trade Zone, the internet commerce is not only doing extremely well in the traditional industry such as Financial services, but also start to taking off in more traditional industry;While the online community is being established among the manufacture industry, the e-commerce is also starting to take off at Waigaoqiao Free Trade Zone and JinQiao Export Processing and Manufacture Zone;By leveraging the internet and web site as its information window, the modernized agriculture at Sunqiao is quickly converging with rest of the world. The above issues have put the constraints on the regular development of the Internet management system. The author proposes followings based on the research and understanding of the followings: Overseas Internet legislation;The characteristic and experience of the Internet supervision and management.This approach recommends start with the three subsystems. And following is the high level summary of this approach: The administrative system must establish the highly effective and feasible supervising and managing organization and the correspondent mechanisms;The legal system must speed up the legislation for Internet, which can be followed in supervising and managing the Internet;The Internet management system must push and improve the construction of the credit system, improve the quality of the vendor and the technology, therefore impels the Internet vendor to obey the law.
