Construction industry is one of the key work in production safety management, in which there are more safety accidents and incidents that make construction industry one of the hardest work in production safety management. It is based on the implementation of the administrative strata supervision and the research of developed countries' construction safety management to establish a new system of construction safety management.The theories of organization and control are the foundation and frame of the administrative strata supervision of the construction safety management, which are combined with the research of the previous system so that form the evaluation index system of the construction safety management which is implemented regularly. The new system needs to be estimated in some ways whether the index is reasonable or not, which is supposed to upgrade the level of construction safety management.
