Study On The Development Strategy And Policy Of Central China

Four major characteristics are presented in the regional development strategy and policy of developed countries: the universality of non-equilibrium development, the stage of regional development strategy, the leading nature of government in regional development strategy and policy, the significance of special organization and legislation in regional development strategy and policy. The regional development strategy and policy of our country experienced four stages, including starting-up stage of industrialization in national economic recovery, the stage of "three-line construction", building stage of special district in initial stage of reformation and opening, the stage of region harmonious development in layout of the eastern, the central, the western and the northeast areas of China. Our country is in the metaphase stage of the regional development strategy. The development strategy of the six provinces in the central China has the same trend with the policies;the six provinces in the central China are in the initial stage of the regional development strategy.The overall layout of the development strategy of the central China is: one city agglomerate;two economic regions: along the train line of Jingjiu and along the Changjiang River;three plains' agriculture: the two lakes plain, the Huanghuai plain, the Poyang Lake plain;four high-tech industries: the photoelectron information, the new material, the advanced manufacture technology, the biology medicine;five supporting industries: the manufacture of mechanical and electrical, the material industry, the manufacture of textile, the energy and electric power industry, the third industry. Focusing on industry chain strategy, city agglomerate strategy, logistic network strategy and large market strategy, we will achieve the target of innovation development of central China eventually.In order to promote the development of the central China effectively, the central China development office of State Department should be found, the joint communication system of the six provinces in the central China should be established, the expert consultative committee should be set up, and central innovation forum should be held annually, strategy policies include: founding experimental site for publishing regionalgovernment bonds , setting up the central China development bank, launching the central China stock trade center, releasing the rate of the enterprise stock coming into the market and supporting superior-enterprise to publish stock, starting experimental site of registered permanent residence management system reform and the village land ownership free transfer, cleaning up market barriers and funding non-card trade area in the six provinces in the central China. Step by step, continentally, integrated, promote the development of the central China and achieve the rising of it eventually.
