Study On The Regional Development Strategy Of Central China

To advance the coordinated development of the regional economy is our national strategy and policy of regional economic development under the new situation in the new century. With the implementation of the develop-the-west strategy since 2000, the economy of the western provinces has been keeping higher growth rate. The central government issued the principles and policies of revitalizing the old northeast industrial base in the new century, so we can predict that the Northeast will become prosperous in the near future! However, facing the prosperity of the east, the development of the western and the revival of the northeast, the development of the central China's economy trends to be slowly wholly. "Agriculture, countryside and farmers problem" has become more serious, changing the industrial structure in the central China becomes more difficult, phenomenon of resources drawing out becomes more outstanding. The central China is collapsing! The development of the central China is the only key point to establish the balanced and intact economy structure, and realize the modernization smoothly. Hence, the dissertation is written with the title of the strategy of the central China's development because of such a background. Base on researching of the inherent and regular regional development strategy, the international trend of the regional development strategy, domestic characters, the current situation of central China, and combining the capability state of central China are summarized, the practical strategy, key points and policy recommendations are proposed. The main content of the dissertation is as follows:(1) Proposed the three-dimensional concept of the regional development (namely the goal of regional development, the stage of the region located, the regional resource elements), and put forward the three-dimensional matrix model of the regional development strategy. Referencing on the scientific life-cycle theory, this dissertation researched the inherent regularity of the regional development strategy: the life cycle principle, biology community principle and gene mutation principle. Combining the strategic management theory, we proposed the strategic mode of the regional stage advance based on life cycle principle, the characteristic strategic development mode based on the biology community principle, and the innovation strategy mode based on gene mutation principle.(2) Investigated the background, strategic emphasis, primary policy measures of regional development strategy of typical nations including America, Germany, Japan , France and Korea, disclosed the universality of non-equilibrium development strategy of the region development, stage of regional development, governmental guide inimplementing of regional development strategy, and the significance of special organization and legislation. 5 points of experience have been summarized: integration of justice and benefit, integration of government and market mutually, integration of economy society development and environment protecting, integration of system reformation and legal system innovation, integration of adjustment to local conditions and adjustment to time.(3) Summarized the four stages of regional development in China: national economic recovery (1949-1963), starting-up stage of industrialization symbolized with the distributing of 165 projects, "three-line construction" (1965-1978), development strategy advancing to the west, initial stage of reformation and opening (1979-1991), the stage of region harmonious development (1990- up to the present). The goal, the space distribution and stage characters of region development strategy in China are revealed. The idea, instructional thought, development strategic stress, primary policy measures of eastern, western and northeast regional development strategy in China regional development are introduced.(4) Reviewed the guiding ideas, thoughts, development strategy emphases, important strategy measures of the six provinces in the central China in the tenth "five years project", it has been revealed that the similarity of development strategy and policy of the six provinces in the central China, the six provinces in the central China are in the initial stage of the development strategy of the regional economy, the diversity of strategy and policy among six provinces are not obvious, and the characteristic are not conspicuous.(5) Demonstrated internal structural character of the region development strength of the central China in detail: Hubei has the synthesis advantage in the central China, Henan has economy strength and other advantages, the other four provinces have some comparative advantages in the particular fields. Horizontal compared the holistic strength among six provinces in the central China with the eastern and northeastern old industrial base: the holistic strength of the central China has dropped behind the eastern and the northeastern and is a little bit better than western areas, but the developing situation is worse than western area . It has revealed the four strengths by the strategy management analytic method SWOT, they are the position and traffic, resource and product, science education and talents, zoology and tour. Five weaknesses are also revealed, they are becoming decreasing in economy growth and development, slowing down in the process of urbanization, competitiveness declining in manufacturing, serious drawing out in resource elements, the severity of "Agriculture, countryside and farmers problem". However, there are three opportunities: policy promoting, industry development, innovation stride, and four Threats: the orientation of the policies is illegible, the traditional advantages ofposition are losing, the burden of the old industrial base is heavy, the structure transform is extremely difficult, the obstacles of the system are serious, the alliance of these provinces is difficult, and the competition between the geographical groups become more and more dramatic.(6) Based on the basic principles of region development strategy , combined the characters and trend of region development strategy in our nation or abroad, and aimed at the strength, weakness, opportunity and threat in central China, this dissertation researched the guiding ideas, the principles, overall arrangement and strategy stress of the central China development strategy. Central China development should insist on its feature, integrating resources, general optimization, and promoting reciprocally. Relying on the overall arrangement of two main economic strips, three main agriculture plains, four main high-tech industries and five main supporting industries, catching the core of urban agglomeration, carrying out innovation strategy, grading development strategy and feature development strategy. We must promote the central China development efficiently and eventually achieve the growing up of the central China.(7) According to the international successful experiences from implementing region development strategy and based on management theory and method of, we have designed some institutions and systems such as setting up State Department central China development office, building up conference system of six provinces, setting up expert consultative committee and holding central China forum. Also we have put forward a series of policies like the center finance startup policy, finance promoting policy of the central China, revenue stimulating policy of the central China and other special policies. And it built up the central China development policy supporting system based on the financial supporting platform, human resource promising platform and information sharing platform of the central China.
