As a monopoly industry, telecommunication industry has pricing problems for itsproducts and services, just the same as the pricing dilemma of other monopolyindustries, but there exists specialties. The paper will rely on real proofs, with a largeamount of examples, introduces the economics theories for the pricing problem first,and then points out the consequences of lacking price regulation, in order to educe theneeds for price regulation. The emphasis in the first part of the paper is to introduceand analyse the price regulation modes in America and Britain. We can see the meritsand disadvantages of the two regulation modes through comparation, so when carryout price regulation in the telecommunication industry of China, we can learn fromthem, absorb good aspects and avoid their shortcomings.The last part of the paper aims at the the special backgrounds and actualities oftelecommunication industry in China, use advanced foreign price regulationexperience for reference, then presents the tactics of price regulation oftelecommunication industry in China. Since the Ministry of Imformation Industry ofthe People's Republic of China and National Development and Reform Commisionhad promulgated the price-cap regulation scheme together just last year, the paperanalyses the notices and cautions during its implementation.
