People hold different opinions against the poverty and the expanding income disparity issues which emerged in the fast growing of national economy as well as in the increasingly enhancement of economic welfare. Some people believe it the retrogression of society while others believe it the inevitability of economic development. With respects to the contradiction that economy grew -welfare enhanced, income disparity expanded and the poverty-welfare reduced, this paper makes explanation in fairness and efficiency of welfare economics and meanwhile draws conclusion that as for the economic growing approach and the allocation plan of "efficiency as priority followed by fairness" the country adopted at this stage, such fairness issues as income gap and poverty are inevitable in course of enhancing the efficiency.Firstly, this paper summarizes the corresponding content of welfare economy, elicits the connotation and interrelation of fairness and efficiency and then elaborates on the national economic developmental status of the country. With regards to the expanding income disparity and the poverty existed in economic growth, this paper, on the basis of nonequilibrium economic growing approach, the "efficiency as first priority followed by fairness" and allocation plan which serves for the "efficiency first" that "all the product elements should be allocated by contribution", draws the conclusion that the income disparity and the poverty issues are inevitable in the' pursuit of efficiency.Secondly, this paper not only pays enough affirmation to the fruit the country had make in economic growth, but also points out the economic welfare should be enhanced rather from the aspect of fairness to efficiency since the country's ultimate goal is the common enrichment. The efficiency issue is the responsibility of the market while the fairness issue belongs to the government. In the past decades of years, the government had availed of large amounts of funds in helping the poor and did make tremendous effects. However, most of these effects were achieved in helping the rural area where the poverty was caused by certain historical reasons but not covered those urban citizens whose benefits were destroyed in the course of reformation and who were ranked in the poverty. Hereby, the paper puts forwards some political suggestions against the fairness issue at the end, for instance, payingmore attention and making enough complements to the poor in urban area, etc.
