The Demonstration Research Of Urban District Competitiveness

With the acceleration of the city economics development and the depth of the market economy development since the 21th century, The primary city economy management system can't adapt the new situations more and more. In order to mobilize the positivity of the district government and fit the more and more complex city economy management, some city government began to put part of the power to the district government. So the urban district economy comes forth with the region economy characters. But this region economy is quite different from the relative scale of middle and small cities. The city zones as the organic buildup of the city are benefit from the whole city economy development, also are defined by the zone frame of the whole city and lie the competence with the other urban district a certain extent. The research of the urban district competence is paid the attention by the experts increasingly, but it is still in the underway stage and need developing in depth and extend. More and more people have realized that it is important for the development of the urban district to improve the comprehensive competence of it. So how to develop the urban district economy and improve the level of the urban district competence is a question in dire need of studying and settling in theory and practice.This paper defines the concept and the characters in general based on agreeing with the increasing trend of the city zone's principal part active, using correlative knowledge of the region economy the city economy et al, reviewing the history of the competence theory and studying the development trend, absorbing the theories of the country competence and the city competence et al home and abroad. This paper has established the appraisal index system by being established in the bow bowstring and arrow model of city competence of Nipengfei, and combining the features the center urban districts which enriches the study field of the region economy. The part ofdemonstration analyzed the eight center urban districts in Beijing by the numbers, and obtained the competence status of them by comparing the subentries of the established competence appraisal index system by analysis method of main component. This paper diagnosed the Xuanwu district competence by the mode of anatomizing sparrows and pointed out the advantages and disadvantages of the Xuanwu district competence and advanced the pertinence tactics in improving the Xuanwu district competence.The main productions of this paper is firstly that it defined the concept of the urban district competence. This paper considered the urban district competence is a complex system which incarnates the comparative advantage of comprehensive resultant force and clarified the form of the characters of display and the interpretation of the urban district competence. This paper also established the Five comprehensive indexes and Six respective competence .Secondly this paper took apart the situation of the Xuanwu district competence by analyzing and comparing the situations of the eight urban districts competence in Beijing and pointed out the advantages and the disadvantages during the competence. Finally this paper pointed out the advised tactics system in order to improve the Xuanwu district competence which the Xuanwu district should quicken the building the basic establishment and define the orientation of the district function and improve the upgrade of the industry structure based on the situation of the Xuanwu district competence. It is important for the practice guidance of the Xuanwu district development and also can be used for reference for improving other urban district competence.
