Integration And Docking Of Social And Commercial Medical Insurance Problems Research In Urban Of China

Medical security system is an important component of the social security system, it plays an important role in the economic and social development, and it is important to national health as well, it is one of the basic economic and social systems of countries. To perfect our medical security system, mainly referring to improve the core of it— the medical insurance. How to meet the needs of different levels to different people and improve medical security system are the main tasks that must be resolved in the current theory and practice fields.The purpose of this paper is primarily by integrating the advantages of the commercial medical insurance to enrich the forms of supplementary medical insurance and to perfect the urban medical security system of our country. Therefore, the author proposes the concept of "integration and docking" of social medical insurance and commercial medical insurance. To see the new phenomenon appeared in reform that is "large medical insurance" run by commercial insurance companies with new angel of view — "integration and docking". The author's point is this new form of insurance integrates the basic properties of social medical insurance and commercial medical insurance, and it's a kind of docking in forms. The writer believes that this new form should be encouraged and spread.The research methods used in this paper combines documents studies, authentic proof analysis and normative analysis. With the research of typical case that is one of the forms of "integration and docking"—large medical insurance, discuss the expression and characteristics of it.This paper analysis the insurance project which cooperates by social medical insurance and commercial medical insurance with "integration and docking" this new angle of view, opened a new theoretical analysis perspective. It analysis the "push factors" and "block factors" of the "integration and docking" projects, after that, the author raises suggestions to both the government and insurance companies. Government should promote the development of "integration and docking in these aspects, such as: overall planning, accurate position, regulation standardize and supporting and guiding. Expect the government's guide and regulation, the insurance companies should establish the correct concept, strength their management level: thelevel of research, data accumulation, risk control, and personnel training. These suggestions are not only meaningful for "integration and docking" itself, but also has significance for government how to use commercial insurance companies to perfect our medical insurance system.
