The telecommunication enterprise is the leading one in the process of information-based in China, whose level is posing on the first place at home. The information-based in the telecommunication enterprises plays a significant effect both on the development strategy of "the information-based drive the industrialization, while the industrialization promote the information-based" and on the process of the social information-based.The Information Resource Planning (IRP) is a full process course for information management used in the telecommunication field, including information collection, transaction, transmit and using, a basic design means of information-based, and it can promote the sustainable information-based development in the telecommunication enterprises.This thesis particularly discusses the information-based development situation in China, the problems exiting, difficulties and key issues as well.
