The Study Of Feasible Plan For Beijing Railway Bureau Freight System To Develop Fourth Party Logistics

In recent years, the logistic market developed rapidly, while such business as road transportation, water transportation and aviation transportation grew fast. After we acceded to WTO, the foreign logistic enterprises swarmed into China. These had brought big threat for the railway freight department. If the railway can not find a way out as soon as possible, railway will surely lost the original status in the market. This paper takes Beijing Railway Bureau as a case, focuses on freight, proposes the viewpoint that the railway develops 4PL.This paper takes railways of America, Germany, France, Britain and Japan for example, contrasts the railway freight manage mode of these countries with China and analyses the connotation of logistics, 3PL and 4PL. Then this article analyses the urgency, conditions and the best organizing mode that Beijing Railway Bureau carry out 4PL, and proposes the means of choosing partner according to AHP. At last, the paper analyses the 4PL operation flow of Beijing Railway Bureau freight system and designs 4PL information system.
