Research On Institutional Innovation And The Second Development Of Hi-tech Industrial Zone

Along with putting forward the strategic target of constructing nation of innovationaltype, the second development of Hi-tech zone will enter a period of overall promotion. Tocarry out the second development of Hi-tech zone is a problem relating to the whole nationaleconomy. This dissertation mainly inquiries into how to carry out the second development ofHi-tech zone and improve the ability of independent innovation.This dissertation divided into five parts. The first part , based on analysis of the firstdevelopment of Hi-tech zone ,puts forward the content and necessity and overall way ofthinking ,and points out that to improve the ability of independent innovation is the key thatHi-tech zones carry out the second development . In chapter 2, based on study of institutionalinnovation theory, this paper discusses the relation between institutional innovation and thesecond development of Hi-tech zone ,and points out that perfect region innovation system isthe developing direction of the second development, but institutional innovation is thedecisive factor of perfect region innovation system and improvement in ability of independentinnovation. The third part analyzed the institutional advantage of Silicon Valley and Hsinchu .In chapter 4, the paper gets conclusion that the important reason of Hebei Hi-tech zones'problem is institutional imperfection by analyzing the actulity of Hi-tech zone. At last, theauthor puts forward the institutional design to carry out the second development of HebeiHi-tech zones according to strategic way of thinking.This dissertation's innovation includes: firstly ,discussing the relation betweeninstitutional innovation and the second development of Hi-tech zone. Secondly, puttingforward perfect region innovation system is the developing directions of the seconddevelopment and essential conditions of improvement in the ability of independent innovation,but institutional innovation is the key of these. Thirdly, elaborating how to set up completeinnovation ecosystem for improving the ability of independent innovation from theinstitutional innovation angle.
