| High-tech industry development zone(be called high newly developed area for short hereinafter) that take the high and new technology development as the carrier,has a very important role on economic development,technological innovation,which is the main force of China's economic development,technological innovation,the main base an important place for business development,an important pillar of state tax revenue. On the one hand,the high-tech zone is an important manifestation in China's economic,scientific,technological,social development and progress;on the other hand,is also the CPC Central Committee and State Council. To make important strategic decisions,and promote institutional innovation, technological innovation,promote economic development the main experimental base in a crucial period. In China,the establishment of high-tech zone,promotes the integration of production,studys and researchs to promote science and technology and economic integration,forms a technological innovation of the accumulation of resources and economic development of fissile effect,the high-tech zone,however,its institutional innovation capacity is lagging far from behind its technology innovation capacity,has not fully formed to promote scientific and technological achievements tranfering into the institutional and incentive mechanism,still constrains the ability of technological innovation of development so that a large number of scientific and technological achievements tranfering into difficultly the advanced productive forces.
