Our country "11th Five-Year" plan and 2006 national science and technology congress all highlighted emphasized that our country enterprise should strengthen independent innovation capacity and construct a innovation-oriented country. Finally, we have analyzed our country present technology innovation situation, and we proposed some measures, such as relaxes the administrative control, establishes fair competition market environment;adopts the suitable measure to enhance the barrier of access to andwithdrawal the market, in order to suitably expands the enterprise scale and enhances enterprise's technology innovation ability;emphasizes enterprise's technical innovation main body status from the reform of property right , reinforces its independent innovation capacity;strengthens the capital market construction to enhance the ability and efficiency of the collection and utilization of technical innovation fund;perfects related law laws and regulations to strengthen technology innovation property right power mechanism, in order to enhance the digestion and absorption ability and innovate again ability of our country enterprise, the independent innovation capacity and the integrated innovation capacity, thus enhances our country enterprise the international competitive power.
