Study On Investment Apporting And Fund Raising Of Multi-purpose Water Conservancy Projects

With the construction of market economy system, multi-channel mechanism has been applied to the construction investment, which let the society enter the construction of water conservancy and insists on the principle of "who invests, who benefits". So it is obviously important of how to rationally make certain the investment apportion of every correlative department and how to effectively raise construction fund of multi-purpose water conservancy projects.The paper makes deep study on investment apportion and fund raising of multi-purpose water conservancy projects. Investigates the present situation and position of construction of water conservancy and hydropower station in our country , concludes the problems in investment construction and management of water conservancy projects and introduces the development of investment apportion and fund raising of multi-purpose water conservancy projects.2. Analyzes the methods of investment apportion systemically , summarizes the merits , defects and conditions in point of five kinds which are in common use and points out some questions which must be paid attention to when using these methods.3. Discusses in details the development history and application range of multi-person cooperation theory in game theory. By application of the theory, the model of investment apportion is set up and the methods of shapely value, minimal core and GQP in multi-person cooperation theory are analyzed in solving problems of investment apportion.4. On the basis of introduction of the way to distinguish the water conservancy projects for public welfare from those for business, the idea of raising fund separately for projects for public welfare and projects for business is put forward and the specific channel and way for fund raising are studied.5. The five different methods of investment apportion are applied to S hydro-junction as instance. And selective preference is made for those five methods.In the end, the conclusions are made for the whole study and the problems needing further study are pointed out.
