Study On The Supply Mechanism Of Small-scale Irrigation And Water Conservancy Facilities

Irrigation and water conservancy facilities is the basic guarantee of agiculturalproduction,which plays an important role in improving agricultural comprehensiveproduction capacity and ensuring the national food security.As a part of thefacilities,small-scale irrigation and water conservancy facilities is the most closelycontent with farmers,and it’s supply level is the key factor of the effect of waterconservancy facilities system.After the founding of New China,the sole of governmentcontrol reached its peak,a large number of the construction still play an important role insmall-scale irrigation and water conservancy facilities.But with the implementation ofthe rural household contract responsibility system,due to the lack of supply andinvestment,the low supply level,which makes the lack of capacity of ruralirrigation,small water conservancy facilities faced with the urgent needs of institutionalinnovation.Therefore,to improve the current small-scale irrigation facilities supplymodel to improve its supply level is very important to the development of agriculture inchina.based on the “multi center governance”,this paper explores the small irrigation andwater conservancy facilities multivariate supply mode.Starting from the common poolresource theory, public goods theory, governance theory, and the present situation ofsmall water conservancy facilities supply in N County of Hubei Province,selectsrepresentative samples, through questionnaires and interviews as the research object,analysis of difficulties and causes in small irrigation and water conservancy facilitiessupply.By referring to the natural and economic attributes of domestic and foreignresearches and profound analysis of small water conservancy facilities, the use of "multicenter" theory analysis of effective supply model of water conservancy facilities andsmall farmland of the supply of our background, in order to establish the model to meetthe demand of rural water,not only increase agricultural rural water supply efficiencyand benefit, but alsowater solve the problem such as the shortage of small irrigation andwater conservancy facilities effectively.So as to promote the development of modernagriculture, and eventually realize the sustainable use of small irrigation and waterconservancy facilities and the sustainable development.
