Research On The Risk Management Of PPP Ecological Water Conservancy Project From The Perspective Of Special Purpose Vehicle

Public-Private Partnership(PPP)financing modalit for a return on investment of public project,ecological water conservancy construction project as a part of public infrastructure construction,has the characteristics of huge investment,long construction period,and has a certain profit ability,so it is very suitable for the use of PPP financing modalit to build.In recent years,PPP financing modalit has been widely used in various fields of infrastructure in our country,but its application in ecological water conservancy project is less.To provide capital,technology and a series of security and the rise of the application of PPP financing modalit for the ecological water conservancy project construction,but in most studies of water conservancy projects,most of the scholars focus on the financing stage and construction stage and operation stage of individual attention is not enough,and people tend to focus on in the construction of the PPP project itself,while ignoring the analysis of the PPP project from the perspective of special purpose vehicle.Special purpose vehicle is due to rely on the PPP project which bears the vast majority of the risk of the project.Known as the PPP project gold steward,so it is necessary to analyze special purpose vehicle it is necessary to analyze special purpose vehicle.Ecological water conservancy project construction can not be separated from the government's strong support,but also need advanced management technology and management capabilities.Therefore,special purpose vehicle as a business,is a direct operator and manager of the project,the quality of its operation is related to the success or failure of the PPP project.In this paper,starting from the perspective of special purpose vehicle,referring to the existing research results of PPP project risk management,this paper makes a systematic and comprehensive identification of the risk of PPP ecological water conservancy project from the perspective of special purpose vehicle.Based on the analysis of the theory of special purpose vehicle,PPP financing modalit,the connotation of ecological water conservancy and the theory of risk management,the risk index system is established.It includes five first level indicators: political risk,economic risk,completion risk,operational risk and ecological risk,as well as the 26 levels of the two indicators.On the basis of constructing index system,this paper applies AHP to calculate the index weight,and use fuzzy comprehensive evaluation method to quantify the risk factors,the degree of risk evaluation gives the risk evaluation index score of each layer and the entire project.Finally,this paper gives the corresponding risk response measures according to the results of model calculation.
