The Evolution Of The Philosophy For The Fairness Of The Income Distribution

The personal income distribution problem is a major problem, which relates the national economy and the people's livelihood, it not only closely relates with broad masses' vital interests, but also in four links of the producing, exchanging, distributing and expending, the fairness and rationality of the income distribution is very important to benign movement of the entire social economy. Before the reform and open policy we esteem equalitarianism as the distribution fairness philosophy, it has harmed the efficiency. Since Third Session, the establishment of the market economic system of our country, has broken the equalitarianism on the distribution of interests. Paying attention to and pursuing the efficiency has become one kind of value criterion and the aware behavior, therefore appeared the Gini's coefficient fast rise, the income disparity expanded. At present, with the posing of scientific development view and the goal of building the harmonious socialism social, the fair problem becomes the social concerned focus question again. How to construct a distribution fairness philosophy which conforms to the harmonious socialism social is the realistic question we current faced. This dissertation, for the purpose of facilitating the formation of a more scientific and comprehensive the distribution fairness philosophy under the harmonious socialism social with theoretic supports, researches into the forming backgrounds and the forming processes of the "equalitarianism" philosophy before the reform and open policy and the "giving priority to efficiency with due consideration to fairness" philosophy after the reform and open policy, and reviews the experiences and lessons therein. It is done under the guidance of Marxist dialectical materialism and historical materialism, with the evolution of the philosophy for the fairness of the income distribution as the theme, the development of the relation between fairness and efficiency as the clue.
