Studies On The Countermeasues To Enhance Work Efficiency Of Agricultural Extension In Zhuji City Of Zhejiang Province In Epoch

Agricultural extension is an activity of rural social education that promotes the agricultural development, rural economic prosperity and peasant rich. The system, model and operation pattern of agricultural extension affect the efficiency of agricultural extension work, and decide the success or failure of agricultural extension enterprise. With the deep of improvement and open, developing and improving of socialist marketing economics, the original system, model and operation pattern of agricultural extension have not satisfied to the demand of agricultural and rural development. Establishing of new system of agricultural extension and exploration of new model and operation pattern have been one of most important measures to enhance work efficiency of agriculture so that we can better solve the problem of "agriculture, countryside and peasant" be in epoch.Based on a lot of literature collected and studied, this paper reviewed establishment and development of agricultural extension system of our country and the world, and analysed study advance in agriculture extension and service software and hardware of science and technology. Meanwhile, the paper compared the main difference between domestic and international agriculture extension.Through analysing the situation of agriculture production and agricultural extension in Zhuji city of Zhejiang province, this paper indicate the main characteristic of agricultural production in Zhuji city in epoch are as followed: (1) the agriculture production component tends to improvement and production efficiency has been significantly enhanced;(2) the rice is still occupies an importance place in plant production;(3) the characteristic and regional agriculture is rapidly developed;(4) the agricultural dragon enterprise growing up quickly;(5) the agricultural specialized co-operative economic enterprise develops in order;(6) the export agriculture is better developed;(7) the efficient ecologic agriculture has rest abruptly;(8) the foundation of agricultural products brand go up new step;(9) the agricultural polices and laws tend toperfect and are better carried out.The paper indicates the key factors limiting the development of agriculture in zhuji city are: (1) the lack of the natural resource for agriculture production, especially, the mean resource of the each person is very few;(2) the ecological environment of agriculture is weak and the ability of continuous development of agriculture is also weak;(3) the way of agriculture increase has not been changed at all, the synthetical production efficiency of agricultural needs to be enhanced;(4) the invested capital in agriculture is obviously too less, the technology and equipment is backward, the ability of resistant and against to natural.calamities is weaker;(5) the agriculture industrize is in preliminary step, the synthetical competitive ability of agriculture need to be further enhanced;(6) the agriculture extension system is not perfect, there are still many obstructs in development of agriculture depending on science and technology.The paper considers the main problems in agriculture extension in Zhhuji city in epoch are:(l) the system of agriculture extension is not adapted to development of market economics;(2) the operation mode of agriculture extension is not adapted to development of modern agriculture;(3) the staff composition of agriculture extension is not adapted to strategic adjustment of agricultural composition. Meanwhile, the paper discuss the main factors which affect the work efficiency of agriculture extension in Zhuji city: (1) the system of agriculture extension is not perfect, which leads to low efficiency of agriculture extension;(2) the team of agriculture extension is not stable, and the quality of agriculture extension staff is poor;(3) the fund invested to agriculture extension is to less and the basic equipment is not perfect;(4) the management scale of agricultural production is too less and the quality of farmer is poor;(5) the lack of innovation in agricultural science and technology and the backward of technological market development limit to agriculture extension development;(6) the simple method and the old means of agriculture extension is not satisfied to need of modern agriculture development.The paper, in finally, suggests the countermeasures to enhance the work efficiency of agriculture extension in Zhuji city: (1) To build a new and perfect system of agriculture extension, explicit the function of every organization of agriculture extension, stabilize and develop the countryside organization of agriculture extension, promote establishment of the village organization of agriculture extension and technological service organization run by local people, and bring agricultural enterprise into play important role in agriculture extension;(2) To carry out a project of training peasant to enhance peasant quality. (3) To strengthen straining of agriculture extension staff to enhance them the level of science, and technology;(4) To increase indeed investment in agriculture extension;(5) To innovate or improve the method and means, such as setting up demonstration garden of modern agriculture, developing the agricultural special economic cooperative;improving continuously the 110 service system of science and technology;technology service integrated to supply of agricultural production material;(6) To carry out a project of science and technology going into family, set up a new science and technology network in which the information communication is convenient between specialist, technical person, demonstration farmer and peasant by promotion of government, pulling of market, leading of institute, university and agriculture extension organization, and help of agriculture enterprise and science and technology service organization.
