The experience from the development of lots of cities, both domestic and international, has approved the crucial effect that the economic development environment is to the prosperity of a city. The development compaign of the western regions provides a once a lifetime opportunity to the western cities. Series of preferential and encouragement policies attracts certain production factors inflow such as capital, skills, and alents, to enhance the economic devolopment of the cities. However, due to lack of consciousness on economic related topics and historical issues, the development environment in western regions is obviously worse than the eastern regions, and that gap is even increasing in recent years. Based on that, this essay will take Chongqing, a typical western city, as an example, through analysis on its current development environment, with subjective comments on its advantages and weakness, to raise related countermeasure and suggestions, and therefore offer an alternative reference for other western cities on their policy making to enhance their economic development environment.Four major parts are included in the essay:Part I: Introduction: introduces the background and objectives of the essay, and defines the reseach scope.Part II: Literature review: reviews various theories on the topic, focusing on the definition, effective theory, and evaluation index system.Part III: Analysis: takes Chongqing as an example, describe and analyse the current status of its economic development environment, and lead to related policy making suggestions.Part IV: Further opportunities: based on Part III, a few inspirations for the development to other western cities.
