TuHa oil field was located in Turpan, Xinjiang province, is one of the small-scale oil field established in 1990 under the strategy "stabilize the east, develop the west" of PetroChina. After 10 years development with high exploitation rate, a serials problems arose. The main problems include no large oil fields were found in the past few yeas, "quicken development" strategy did not get the anticipative aim;oil field was excessively developed and productivity decreased continuously;recovery technique for low permeability oil field is not enough;management can't fit the development of modern enterprise;located in desert, many talent persons left their post because of bad environment and inefficient stimulation;relationship with local government is not very harmonious. Started with the estimate of now-day strategy -Quicken Development strategy, this essay analyzed the necessity of strategy readjusting of TuHa Oil Field. Using the measures and methods of strategy management analysis, internal and external environment was thoroughly analyzed, key factors was chosen to establish EFE and IFE matrixes, quantitative evaluation was given. Abide with the situation and assignment of TuHa oil field, SWOT matrix was established to analyze and choose the Strategy of TuHa Oil Field, sustainable development strategy was determined. The strategy include oil and gas increasing strategy, technique creating strategy, talent strengthening the enterprise strategy, management improving strategy and cooperative developing strategy. Executive methods and insurance measures were given.
