General secretary Xi proposed "Enhancing corps comprehensive strength and frontier-defending ability,and building a high-quality corps team" when he inspected Xinjiang in 2014.For this purpose,Corps Reclamation Research Center of Shihezi university organized the project research about stability-ability construction in Corps which laid foundation for the sustainable development of human resources in border field.In 2015,human resources and social security conference of Xinjiang production and construction corps pointed out strengthening talent team construction and selecting work in national "ten thousand project",pacesetter engineering,academic and technical leader.Border field has the innate mission of guaranteeing frontier's stability and our country's security.Meanwhile,they also need more support from our country and corps during it's long-term development.However,with the aging of the second generation and the walking out of the third generation in recent years,border field is facing serious condition and forming sharp contrast with centre field and mainland.The border field human resources has already been hindered because of it's scale and quality,and is also facing great challenge for it's sustainability.This paper aims to know the human resources sustainable development level and its influencing factors in border field,then put forward practical and feasible countermeasures to promote its sustainable development.On the basis of previous studies,this paper takes the border fields as the research object,takes the human capital theory,sustainable development theory and reclamation theory as the theoretical guidance and uses qualitative and quantitative research methods.After analyzing the present situation of human resources sustainable development in the border field,evaluating it's development level,and extracting the influencing factors for its sustainable development,this paper finally puts forward the countermeasures for its sustainable development.Firstly,this paper introduces human capital theory,human resource allocation theory,sustainable development theory,and reclamation theory,which lay a theoretical foundation for the full text.Secondly,this paper analyzes border field human resources present development situation of the border field from three aspects of human resources scale,quality and security conditions.Then,it gets the conclusion that the border field population structure and talent appear echelon faultage,the border field is troubled by aging,the human resources quality has a downward trend in recent years,and it still needs further guarantee improvement on human resources development compared with the whole corps situation.Thirdly,based on border field human resources sustainable development definition,guided by human resources and sustainable development related theory,and evaluated by the index system to construct human resources sustainable development,this paper uses the entropy method and TOPSIS method to evaluate border field data during 2000-2014.Finally,it gets conclusion that human resources sustainable development level rising slowly in border field in the recent two years.Up to 2014,the development of human resources quality and supporting factor have been above the level of human resources sustainable development.What's more,human resources scale has become the biggest obstacle for human resources sustainable development.In addition,human resources scale,quality and security in border field are lower than the overall level of the corps.Fourthly,by using exploratory factor analysis and confirmatory factor analysis,this paper gets the affecting factors on human resources sustainable development in border field through questionnaire survey,which are,cultural and educational factors,basic eonomy factors,corps policy factors,population and environmental factors and health care factors.Fifthly,taking the Hongshan Farm in Thirteenth Division as an example,this paper analyzes the history of human resources development there,the existing problems and the implementing countermeasures to promote its sustainable development.Combining the theory with practice to make this paper easier to be understood.Through the above analysis,this paper proposes countermeasures to promote the human resources development in border field from the nation,corps,division and staff level.At the national level:identifying the legal accountability of the corps;establishing the long-term fund guarantee mechanism for human resources development;increasing the investment in chooling as well as medical care and introducing high-quality professional talents;deepening preferential policies to create more opportunities.At the corps level: deepening the integration of military and civilian areas and developing integrated economy;optiizing layout,deepening industrial restructuring and strengthening the corps;changing the border form and implementing anti-poverty strategy classifily.At the division level;accelerating infrastructure construction and attracting investment to enhance capital competitiveness constantly;do well in cultural construction;strengthening military construction,basic education and reeducation;At the staff level: employees should broaden their horizon and develop their quality as well as observe laws and keep their mission in mind.
