In recent decades, Computable General Equilibrium (CGE) models have been developed and applied frequently in the worldwide. Developed by many outstanding economists, The CGE models had already become a standard model generally adopted by a great deal of countries in policy analyzing. As a combination of the input-output model and linear programming model, CEG model could simulate and calculate the economic shock, for which, it became a important tool in policy evaluation criterion.With 30 years' reforming and developing, the GDP and per capita economic level in Gansu Province were still laggard to the national average level. The general view of the academia is that our country had already entered in industrialized intermediate stage now, while Gansu Province was still at industrialized primary stage. As the whole economic strength of the province was weak, the income of urban and rural residents was poor, local financial was barren, funds for developing was also shortage. A small GDP was the remarkable characteristic of Gansu Province. An laggard industrial structure with a weak investment should restrict the economic growth of Gansu Province badly. How to make the economic growth of Gansu with an optimum quality by constructing a rational economic policy was the most important work at present, while CEG was a strong tool for that.This paper was based on these correlative research both domestic and abroad, which constructed an CGE model for Gansu Province. The settlement of the CGE, struction of basic data, estimation of the parameter of the model and solve tactics and algorithm, etc. was conduct in the thesis. Utilizing the model to slove the question of raising the income of peasantry was done in the finality of this thesis.
