In recent years, the non-government economy in Baicheng City has been developed fast:the total amount of economy is expanding, the structure is being optimized, quality is beingimproved, and these have become a new increasing point and an important force of therealization of economic development.However, compared with the average situation of developed areas, Baichengnon-government economy still has a long way to go, especially in these aspects: theenterprises are small and unpowerful;the technical content in product is not enough;thenon-government entrepreneurs' personality has been in growth and so on. The existingproblems not only prevent the process of Baicheng non-government economy development,but also restrict the non-government economy grow in expanding and getting jobopportunities, activating markets etc.To sum up, in order to carry out scientific developing view, to drive the course ofbuilding Baicheng into the powerful modern socialist country, we must take deep research onspeeding up the development of the non-government economy.
