Low-carbon Economy Policy In Developed Countries And Its Implications On Liaoning Province

With the development of economy, greenhouse effect and global warming have become the worst global problems. Emission of carbon dioxide directly influences the rise of global temperature. Therefore, to deal with climate change and get rid of finance crisis,it is imperative to take developing low-carbon economy as the new method.After introducing the concept of "low-carbon economy" elaborately and learning from the modes and experiences of the developed countries. This paper bases on the Liaoning environmental research and makes use of dates from "Liaoning Province Statistical Yearbook" and "China Energy Statistics Yearbook" to calculate the amount emission of carbon dioxide, then analysts the reasons by the standing of industrial structure, energy consumption and etc. Through the SWOT analyst model, combining with the present situation of Liaoning, then find out the implications on the paths and the ways to develop distinctively low-carbon economy.The first chapter is an introduction. This chapter detailed analyses the background and significance of this paper, it also discusses the contents, frame structure, research methods, innovations and deficiencies briefly.The second chapter is the theoretical part which deeply introduces the conception and characteristics of low-carbon economy. It also briefly explains the related theory of low-carbon economy such as carbon circulation economic theory, external economic theory and so on, which all build the theoretical basis.The third chapter is the key part. It mainly discusses the low-carbon economy's practices and experiences of the developed countries, which have the most advanced technologies and the characteristics. Analyzing the low-carbon practices of UK, Germany, and the United States and other developed countries, learning the experiences of developed countries, Liaoning province has combined with its own characteristics and developed the distinguished features of low-carbon economy.In Chapter four, through the dates, which from "China Energy Statistics Yearbook", "Liaoning Statistics Yearbook" and the "IPCC National Greenhouse Gas List's Guide(2006)",this chapter calculates the emission of carbon dioxide in Liaoning province and analyzes the reasons of the present situation, such as carbon dioxide emissions per capita, emissions intensity of carbon dioxide and so on.Chapter five analyses the correlation factors of carbon emissions in Liaoning province. Briefly analyses and studies the relationship between carbon dioxide and economic development, population, urbanization rate and personal GDP.In chapter six, SWOT analytical model is applied to the low-carbon economy of Liaoning province. Through the analysis of energy production and consumption and carbon dioxide emissions of the Liaoning province, this chapter detailed demonstrates the strengths, weaknesses, opportunities and challenges of current situation in Liaoning province, then combines the facts of energy situation, makes use of SWOT model matrix which is applicable to study the optimization direction to the Liaoning province. It also narrates four policy suggestions-SO, ST, WO, WT, which give the implications and strategies to promote the development of low-carbon economy in Liaoning province.
