Globalization is the main tide of the current world. In addition to the globalization, the rises of the Internet that has shortened the distance of people greatly, have obscured the so-called borders or frontiers of different countries. Quickly developed technologies and rapidly accumulated knowledge are playing more important roles in the world, which turn the military rivalries between countries to economic competitions of nations and companies, so in great terms we say the current world is in the day of technologies and knowledge. Technologies and knowledge are attached to human beings; they are our physical and mental parts, through which creative activities can be realized. The human capital determines the position of a country in the competitive international world. Because of these reasons, human capital receives highly intensive attention of governments and people in various countries. How to improve the human capital of the country is a very warm topic in the last century.Until 2004, there are about 280,000 foreign investment companies that are running in mainland. They produce 152.4 billion RMB products and have 24 million employees in 2004. Such huge amount of employees means foreign funded enterprises will take an important role in the development of Chinese human capital. Foreign investment companies are running in most of fields in China, they have been using various training means to add Chinese employees' experience, knowledge; in other words, they mean a lot to Chinese human capital. As the approach of the practice of WTO terms, it will be convenient for foreign funded enterprises to invest in China. That will become more important and influential. In the objective view, to know the function of foreign investment companies in the developments of human capital is highly important and urgent.Most documents focus on pure economic theories and econometric analysis, but pay little attention to Chinese problems in real and latest economy. In order to solve this problem, this article based on the fundamental research results integrates the latest developments of foreign investment companies and human capital, takes use of many tables and figures, theoretically and empirically, to analyze thoroughly the influence of the foreign funded enterprises on the Chinese human capital.
