Research On The Several Problems Of Implementation Of Strategic Trade Policy In China

After the second war there have been new changes in international trade, and the traditional trade theory cannot give reasonable explanations for the new situations. In the introspection for the traditional trade theory, the new theory of international trade gradually came to be. In 1980s, along with the development of the new theory of international trade, the strategic trade policy appeared in America. With the assumptions of scale economies and imperfect competition, the strategic trade policy uses industrial organization theory to analyze trade problem. The appearance of the strategic trade policy overthrows the optimality of free trade policy under the condition of scale economies and imperfect competition, proves the reasonableness of government intervention, and advocates that the appropriate using of the strategic trade policy measures, such as tariff and subsidy, can improve the gains from trade. Along with the globalization of economy and opening of the market, it is necessary to carry out strategic trade policy. So there is significance in theory and practice to study the implementation of strategic trade policy in China.The article analyzes the traditional international trade theory briefly. Then strategic trade policy is elaborated in detail. On the basis the tariff model is established. Theory basis and the implementation condition of strategic trade policy are discussed. There is some space to implement strategic trade policy because of the trade protection under WTO. And there is some advantage condition with disadvantage condition. Though there are certain factors which restrict the theory to be put into practice, many features satisfy the needed condition basically. In the long run, along with our country economic system reform deepening and the economical further development, the market structure will continue to be optimized and strategic trade policy will have the good application prospect in China. So it is necessary to use strategic trade policy and unify other policy in China.The article unifies export subsidy and quota models in the exportation tariff model. With the aid of the game theory, the article establishes the multilateral dynamic tariff model in trade system and obtains the most superior customs duty solution in different trade situations. It is hoped there is some significance in formulating foreign trade tariffs policy to our country.
