| With the market globalization progress, the global postal market is now under furious transformation & competition. To survive and grow under this critical environment, nearly all the post offices or companies make massive and revolutionary changes very early in system, progress, business, technology, service, product and quality. They try their best to extend market, enhance product species, decrease operational cost, increase efficiency and quality of product & service, advance market-ratio, level-up public image and build company's reputation. While the competition is so cruel and fury, as we can see, there are so many state-hold posts'cross-district or even cross-nation businesses are becoming more and more incandesced, and also some acts of annexing and recombination presents. All of these affairs are their actions to survive and grow. As China quicken her step of opening, deepen and enlarge the reformatory, the post market of China is getting open gradually after China join WTO. Tremendous foreign corps & funds flood into China like tides after tides which is such a large market with great potential. It is obviously a great challenge and shock for China Post. To adapt itself to face these challenges, and also to survive and grow under this new environment it's a must for China Post to speed up its transformation and construction , adapt its system into enterprise mode, increase budget of IT construction, enhance efficiency and service quality, and strengthen its promotion. However, the refinement and optimization is closely connected with IT construction. The optimized solution in this paper is a brave attempting to help Shanghai Post to increase its IT level, optimize its formal business process, increase efficiency & service quality, enhance its ability to survive and grow and a benefit step of explore of how to face the challenge and how to increase ability of survive and compete. Based on these questions and reason, the author analyses three potential solutions for Shanghai Post Transport Network Operation Monitoring System and the analysis is based on the main factors (i.e. from technical, administration, competitive, social aspects ), which indicated by several Post industry experts, influence Post Transport Network Operation and Shanghai Post Transport Network Monitoring System's establishment. The method to be applied for the analysis is Analytic Hierarchy Process (AHP), and five key indicator -technical indicator, administration indicator, competitive indicator, market indicator and social indicator are adopted. The most optimized solution for Shanghai Post Transport Network Monitoring System was selected finally. The main achievement of the paper is: (I) pointed out the main aspects which have most impact on Post information system establishment, (II) indicted the detailed indicators which impact on Post information system establishment by main aspect's analysis, (II)selected the most optimized solution by analyzing the key indicators, and the result turn out to be consistent with the judgment made by experience . To sum up, the paper is to optimize the solutions for Shanghai Post Network Operation Monitoring System, adopts AHP method, through this study and research, some achievement are made. However, there are many parts is complicated in the subject study, this paper is only an attempt and there are more research should be carried out. |
