A Research On Interregional Conflict And Cooperation In Water Resource Utilization

Following the industrialization and the urbanization, the water resource demand is increasing and the water resource supplying is of shortage .The water resource becomes the rare key element of economic development day by day. Meanwhile, the water resource has extremely strong regional attribute which embodies in runoff randomness, liquidity, duality of benefit and harm, externality , relevancy and the nature of collective action in water resource utilization. Therefore, the water resource is a key element of regional economic development, and water resource utilization also becomes the main content of the regional economic activity.Regional interests are the mainspring of interregional competition and interregional cooperation, and water resource utilization has undoubtedly already become one of the economic activities which influence regional interests. The externalization of regional interests in water resources utilization will cause the interregional competition, and the intensive contradiction in regional interests can make interregional competition turn into interregional conflict.As regards water resources utilization, it can really become the inducement of the regional interests contradiction. But regional interests contradiction turn into interregional conflict needs external terms. The unclear of property rights, the imperfection of legal system, the imperfection of management system and inefficient of policies and measures in water resources utilization are all external terms which cause interregional conflict finally.Equally, to solve the interregional conflict in water resource utilization , we set about solving from external terms of it. Structuring the water resource allocation mode that can be operated becomes the problem to be solved at first.According to such a analyzing thinking, this paper studies the problem along the research route of Concrete -Abstract -Launched in the concrete.First of all, we set out from typical cases of interregional conflict in water resource utilization, and divide interregional conflict into interregional conflict caused by water pollution, interregional conflict caused by water rights, fighting for the source of water in the sky and the benefit dispute in cross-basin water transfer.Secondly, this paper makes deep analysis to the inducement of interregional conflictin water resource utilization. We think the spatial attribute of the water resource, externality, the attribute of quasi-public goods and the attribute of benefit redistribution in interregional water resource allocation are all the key inducements which cause the interregional conflict in water resources utilization.Finally, this paper also probed into the interregional cooperative mode in water resources utilization, and thought that the mode of trade market of regional water rights, the mode of quasi-market in interregional water resource allocation, the mode of catchment management certainly are the selecting of effective water resources allocation during the transformation in our country.
