Building Micro-base Of Harmonious Society

The reform of dwelling constitutions of towns lunched in 1988 is the important part of economic reforms in China. This measure brings on a fundamental change in situation of dwelling in the Chinese town. Larges of new buildings are sold to individuals in almost towns, and that forms relatively self-governed dwelling micro-communities. To dwelling micro-communities, on account of newly happened, privately owned, relatively self-governed and closed in the building layout, owner committee is conflicting drastically with towns' dwelling committee and property managing company on the management of micro-communities. And because this, stabilization and harmoniousness of society is also affected.The problem by the conflicts is how to realize democratic management in the Chinese micro-communities of towns to make dwellers living and working in peace and contentment, towns' stabilizing and developing in the transferring phase.This paper will emphasize on the democratic management of new happened micro-communities in the present age in Chinese towns. It uses correlative knowledge, for instance, sociology, law, economics, administrating, and so on, to experientially analyze management conditions in micro-community. It is based on DengXiaoPing's theory and discusses the essential principles of democratic management in micro-communities, then systematically puts forward a new'2+1'pattern on democratic management of micro-communities, and uses real cases to contrast with the new pattern. Finally, the paper summarizes the practice significances and discusses the probably difficult points at the time of it's real run.
