The Logistics Distribution System shows its importance in the development of enterprises and businesses. One hand, buyer's market has come into being in the whole world, so manufacturing must make products while a little batch and many kinds. Customer of enterprise is it distribute wide, order quantity little, order frequency high characteristic to appear too. This has put forward higher request to the service levels of enterprises. So how to design the high-efficient Logistics Distribution System which accords with enterprise's demand, there are important meanings in improving enterprise's service level and reducing enterprise's logistics cost. The other hand, with the rapid development of science and technology, especially the development of the optimize theory like operations research, linear programming, picture theory, etc. that have offered the solutions of a lot of optimization algorithms for the realization of Logistics Distribution System. So how to choose a kind of suitable optimization algorithm is the key to realize the Logistics Distribution System. Based on the analysis and summarization on lots of involved references, this paper reviews the basic related concepts of logistics and distribution. Have explained that the development of logistics mode, analyzed the difference between the distribution and other concepts, and then has recommended the logistics and distribution under e-commerce based on providing the essential feature and type of distribution. Based on analysis the DPCA's real business procedure and the software function demand, this paper provides the overall implementing scheme of the system, divides it into five major functions module. And has explained the design principle, algorithm structural design, operation structural design of subsystem of distribution especially. To solve Vehicle Routing Problem (VRP) for goods delivery, principles for optimization of delivery routing are presented in this paper, followed by the introduction of definition and classical solution for VRP. After introduction many kinds of accurate types and heuristic algorithms, we have chosen saving method as the key algorithm of this system according to the actual conditions of this subject. Based on the research on saving method, this paper has put forward the vehicle dispatcher optimizes models with limits of load, and show the course of solving to prove to the algorithm through the concrete instance. The goal of decreasing cost and increasing economic benefit and increasing work efficiency is realized.
